Scottish Certificate for Personal Licence Holders (SCPLH)

What is the SCPLH?

Under the Licensing (Scotland) Act 2005 anyone authorising the retail sale of alcohol must hold a personal licence granted by a local Licensing Board. A personal licence can only be granted to an applicant holding an accredited qualification. The EDI SCPLH fulfils this requirement.

Please note: if you currently hold one of the old licensing qualifications, such as the ServeWise Plus Licence Holders qualification, or the BIIAB Scottish Licensees Certificate, that you gained in order to apply for a licence under the existing licensing system, these will not be accepted for Personal Licence application purposes, only the new SCPLH is acceptable.

Who should take this qualification?

Anyone working in a job role that requires them to authorise retail sales of alcohol in both on-licence and off-licence premises: managers, assistant managers and supervisors, or staff seeking promotion to one of these positions.

What will I learn?

There are three mandatory units to the SCPLH. The training course will provide each delegate with a clear understanding of the framework of law and regulation that underpins the responsibilities of the personal licence holder.

Unit 1 - Introduction to Licensing

How do I gain this qualification?

Only Units 2 and 3 are examined. The qualification is gained by sitting a one-day training course followed by one 40 question multiple-choice examination covering both Units. An easy-to-follow handbook accompanies the course. CPL operates a network of training venues throughout Scotland from which the SCPLH training course and qualification is available.

Who accredits the SCPLH?

The awarding body for the SCPLH is Education Development International. The qualification is accredited by the Scottish Qualifications Authority (Regulatory) at Level 5 in the Scottish Qualifications Framework.
